Elbert County homeowners who contested their property revaluation from the county assessor’s office and still disagree with the outcome have until the end of the business day on July 15 to file a petition with the County Board of Equalization. Appeals will go before a hearing officer, who will render a recommendation to the CBOE.

The county mailed 13,682 revaluation notices, and according to Assessor Susan Murphy, 94 percent of the revaluations were uncontested. Revaluations were based on a collection period of 24 months from July 1, 2016 to June 30, 2018.

“During the month of May, in our appeals process, we talked to a fair amount of taxpayers in Elbert county,” said Murphy.

“I think they walked away from our office with a different idea about how things are evaluated in our county and a different perception of our staff.”

Some residents who purchased their homes between July 2016 and June 2018 saw their revaluations reduced greatly, and credit having a physical appraisal done at the time of purchase with having their values lowered. Others, such as Bob Newhouse, who has lived in Elbert County for 20 years, said they felt the assessments were unfair, and not indicative of their property’s true value.

A mass appraisal system was done using a statistical analysis based on the market approach to value, and according to Murphy, some residents didn’t understand how the analysis was done.

“We talked to a lot of people, and I think it was very educational,” said Murphy. “Some people were misinformed about what actually is valued, so I think they were educated.”

Murphy also stated that her department’s employees are not the people who implement the taxes — which is done through mill levies — and that her staff is already looking at 2021.

“We’ve started a list on how to effectively help people become more educated on the process. Getting them the right information is very important,” said Murphy.

Taxpayers who appealed their revaluation and received a notice of determination from the assessor’s office and who still wish to challenge the decision must complete the reverse side of the determination notice and deliver via mail, postmarked by July 15, or deliver personally to the County Board of Equalization at 215 Comanche St. in Kiowa.

The CBOE is made up of the Elbert County Board of County Commissioners, who will render decision based on the recommendations of the hearing officer.
